What changed in 2023
When Riot IDs replaced summoner names, two things happened: names stopped having to be unique (only name#tag does), and the inactivity expiry system disappeared. A dormant account keeps its name#tag forever now — nothing "becomes available" on a timer anymore.
The good news
The same change that killed sniping made almost every name obtainable. "Shadow", "Ice", "Ahri" — names that were locked for fifteen years are now yours with the right tag. An OG look today is a clean short name plus a clean tag: Shadow#777 reads better than most pre-2023 compromises ever did.
Hunting a specific combo
A taken name#tag frees up only when its owner renames.
